'design has a purpose while art doesn't.' I know what you mean - but maybe its more that art just has a different purpose or intent. Art can engage people and stimulate the mind and senses if it works well. Design is a more of a derivative yet still can work - talented online designers continually enrich the world’s visual vocabulary. But often they are often decorating instead of communicating.
